MEA offers initial site assessment work including Phase I and II Environmental Site Assessments (ESAs) to extensive site characterization efforts involving delineation of small to large-scale soil contamination areas and groundwater plumes.

Brownfields Redevelopment

MEA partners with developers of abandoned or underutilized sites, known as Brownfields, by addressing environmental concerns as the sites return as usable properties.

With extensive knowledge of Pennsylvania’s Land Recycling Program (Act 2), MEA guides our clients through the site selection process and provides insight for redevelopment strategies.

Pennsylvania Act 2 Program

The Land Recycling Program (Voluntary Cleanup Program), known as Act 2, encourages cleanup and reuse of contaminated sites for property owners.

The program is based on four cornerstones:

• Uniform Cleanup Standards
• Liability Release
• Standardized Reviews and Time Limits
• Financial Assistance

Utilizing these guidelines, owners can obtain a release of liability from PADEP for a site that demonstrates attainment of one of the Act 2 standards.

MEA has successfully achieved Act 2 release of liability on behalf of our clients at more than 115 release sites across Pennsylvania.
